      Description

      Currently the regularized moments code is inside meas_modelfit. This ticket should move the code out into its own meas_ext package. The name of the algorithm is changing to informedShape.

          All of your comments I may include in future ticket work, but they are outside the scope of the ticket work which is to simply move to a new package. As there were no comments on that work (aside from about the name informedShape) I am going to merge as is.
