Description
During development of CompareWarp, we started marking entire amps of the HSC camera as defects. The result is that the in image plane is interpolated over vertically, and the mask-bit "BAD" is set.
These "BAD" pixels are excluded from the coadds, however, during the artifact detection stage, these streaks ARE detected and eat up the temporal outlier budget. DM-13637 provided a work around, by prefiltering artifacts with less than some configurable percentage of good pixels. But it's not perfect because the PSF-matched Warp masks do not line up exactly with the direct warp masks. (Some edge defects are leaked into the coadds.)

This would be improved is SourceDetection knew how to ignore BAD pixel masks while running source detection.
