Move ap_association DIA schemas their own module

      Description

      Incorporating l1dbproto into ap_association requires definitions and mappings between afw schemas and db schemas. This ticket will expand the methods make_minimal_dia_*_schema to more closely approximate that of l1dproto and the DPDD. This will also create mappings between the ip_diffim schemas input into association and the DIA schemas.
