Description
Create v16.0 versions of validation_data_(cfht|decam|hsc).
1. Update these data reference sets with a processing by v16.0 of the stack
2. Add a v16.0

v_d_hsc looks ok to me (though I think you can squash a few of commits together). Do you want me to try running jointcal on the uploaded outputs?
Give jointcal a try, but let's not make it a pre-condition for it to be successful.

/project/wmwv/validation_data_hsc/ Yeah, I agree some things could be squashed, but rebasing is too painful when large git-lfs changes are involved.

Update to v16.0 processing of validation_data_hsc.
I have not updated the catalogs to HTM format. That will be done in
DM-14868, which is planned for after v16.0.For a bit a context, the performance numbers we are quoting for the release are based on the astrometry.net catalogs. For the next release, we will self-consistently quote HTM-based processing and provide such curated files.
