What to add to the pipe_tasks readme

      Description

      pipe_tasks doesn't have a readme. We should add one, and include some description of how pipe_tasks is different from other packages, including but not limited to:

      • its nature as a "grab bag" of a variety of tools
      • empty package namespace (i.e. you have to do from lsst.pipe.tasks import Thing)
      • the large variety of bin/ executables
