Upgrading display_ds9 to numpydoc status

      display_ds9 doc/status has already been done, so I will go through and upgrade to numpydoc status.

            A few picky comments on the GitHub PR. Since I know you're on vacation, and since I'm about to spend ~10 hours sitting on a plane, I'll see if I can fix up some of these myself (but no promises) — watch this space.

            Entertained myself on the flight producing https://github.com/lsst/display_ds9/pull/13 which I think addresses my comments.

            Still struggled a bit with naming “DS9” — I'm sure it shouldn't be `ds9` (it's not a cross-reference), but I considered ``ds9`` (is it a code literal?) and :command:`ds9` (which would refer to the executable itself) before settling on just DS9 (which is the name of the application, and I think is right in context.).
