documenteer build failed on d.2018.07.10

      Last night's nightly failed in the documenteer build with a missing path:

      FileNotFoundError: [Errno 2] No such file or directory: '/j/ws/sqre/infra/documenteer/doc_template/_build/doctree/py-api/lsst.afw.geom.all.doctree'

      The timing is suspicious with the miniconda installer upgrade yesterday under DM-14011 but the conda env package versions have not changed – it would be unfortunate if running python env was effected by the conda install machinery. Hopefully, the breakage was the result of a docstring/etc. change in DM code.

            I have updated the nightly/weekly/official pipelines to not "wait" on the status of the documenteer build. IOW - documenteer build failures will not result in the build having a failure status as was already the case with the triggered builds of jupyterlabdemo and validate_drp.
