LTD Keeper and Dasher compatibility fixes for editions that don't use tracked_refs

      Description

      DM-15016 introduced new Edition tracking modes in LTD Keeper than don't use the tracked_refs. However, some parts of LTD Keeper and LTD Dasher still rely on tracked_refs always being present. See these bug reports in LTD Keeper and Dasher:
