Firefly fires onFireflyLoaded event on network reconnect

      Description

      This behavior exists using the Firefly instance on the operations IRSA server irsa.ipac.caltech.edu. The onFireflyLoaded event should only be triggered when the page onto which the firefly client library has been attached when the page is loaded. This event gets triggered when the web sockets connection gets reconnected after a disconnect. This behavior does not occur on the version of FF used internally by NED. This is a bug.

      In summary, irsa.ipac.caltech.edu (as of 20180620 noon) has the bug.
      Ned internal FF version (c. May 16, 2018) does not have the bug.
