Initialize HeavyFootprint with a 1D array of pixel values

      Description

      Currently HeavyFootprints can only be initialized with a Footprint and a MaskedImage, where the new HeavyFootprint contains a copy of all the pixels in the MaskedImage. For MultibandFootprints and shallow copies, it would be useful to construct a new HeavyFootprint that can be initialized with references to 1D arrays that can be stored in the _image _mask, and _variance properties.

       

      Once this is completed, MultibandFootprints should be updated such that the default constructor _init_ takes a 2D (filters, pixelValues) array for image, mask, and variance. A separate ticket will be created and linked to this one for updating MultibandFootprint.
