Add git cloning capability to nbreport

      Description

      Following the design described in https://sqr-023.lsst.io, the nbreport tool needs to be capable of handling the git clone of a notebook repository in order to facilitate single-command production of notebook-based reports.

      This ticket will add that plumbing to the https://github.com/lsst-sqre/nbreport package and integrate it with the nbreport test command (DM-15167)
