performance improvement in reading in ds9 region file

      Description

      David Shupe tried to overlay 112,447 regions in a region file on a Gaia HiPS image and the UI was not responsive. 

      We need to improve the performance and response time when user wants to overlay a large number of regions on a all sky image. 

       

      The region file is attached.

            This was not a genuine Rubin requirements-driven task - marking as invalid.

            (I will make a note of it on the IPAC side, however, for someone to poke at this and see whether it's still a concern. In general, though, we would encourage people to use true catalog overlays (table uploads), not DS9 region files, for this use case.)
