Description
I uploaded an IPAC table in the catalogs->upload catalog and upload menu. The precision of the numbers are changed to same precision as the numbers in the first row. That's not correct.
But the uploaded CSV file kept all the precision for all the numbers.

This PR did not address all of the problems. It at least picks up the correct data.
It did not preserve the exact precision.
This is because we have a default precision when one is not given.
There are other tickets that will address this issue. DM-15089

Workaround for now: Make the first row data with high precision, all following rows will have the same precision.
