Cannot "rebuild display_ginga"

      Description

      I tried to install display_ginga and found that I could not do it with lsstsw's rebuild command.

      I followed the README's instructions to install ginga and that went fine, but rebuild display_ginga fails with:

      lsst.ci.prepare.RemoteError: Failed to clone product 'ginga' from any of the offered repositories
      

      I think the fix is trivial: remove the optional dependency to ginga in the eups table – at least until such time as we have a ginga package and repos.yaml knows about it.

            I think the appropriate thing today is to follow this ticket and remove ginga from the table file while using the ginga installation in the RSP conda environment  If desired, we can also add ginga to the shared stack environment.
