Move gen2convert subpackage out of daf_butler

      Description

      This subpackage depends on Gen2 and a lot of science pipelines primitives.  Move it out of daf_butler; one reasonable new home would be obs_base.

            Assuming this is done after DM-15189 (pretty like), this ticket should also move instrument.py out of daf_butler and into obs_base.
