First draft of task documentation topic-type

      Description

      The pipelines.lsst.io documentation is topic-based, which means that each type of content needs to have a corresponding template. This ticket is to create a template for task documentation.

      The template itself will be in https://github.com/lsst/templates and documentation will be added to https://developer.lsst.io/stack/task-topic-type.html
