Fix DCR multiband bugs introduced by new deblender

      The recent changes to the deblender broke multiband source measurement on DCR coadds. This ticket is to identify and fix the breakages.

            Despite the title of the ticket, only the creation of the two `Deblend...` classes and the additions to `obs_base` were required by the new deblender. The rest were caused by gradual changes to `pipe_tasks` that I hadn't caught until trying to re-run older code.

            Also, please note that `pipe_tasks` does not show up in the pull requests link, but does have a pull request. That package has so many pull requests that JIRA has stopped trying to link them.

            My only concern was that the `obs_base` changes look to have a typo that defined `deepCoadd_deblendedModel` twice.  Everything else looks good.
