      Description

      Implement RFC-502: add support for non-radians for angular fields in persisted tables.

      Add a new attribute to Field<Angle>> "persistence units" which can be retrieved using getPersistenceUnits(). Use it when reading and writing afw tables as FITS binary tables.

            I see no reason to close this, as it'd still be nice to have (and we went to the trouble of RFC'ing it), but given that we are now prefer Parquet for new table datasets, it's not high on my priority list.
