Prior to the new DeblendCoaddSourcesTask, the MeasureMergedCoaddSourcesTask set a config parameter on the (single band) deblender to make sure all peaks were propagated through from in detection catalog. This is needed to make sure that multiband catalogs had a consistent number and ordering of sources.

This config parameter was not propagated into the new DeblendCoaddSourcesTask, and should be set there.

The story points were set to reflect the time it would take to trace down the failure mode in processing that spawned this ticket.
