Remove home-brewed SQLite PPDB

      Description

      Now that we're using the l1dbproto as the PPDB, there's no need for our home-grown SQLite database. Take it out, remove the interface layer, and use the l1dbproto API directly.

            Agreed 2018-10-30 that this includes updating ap_verify and ap_pipe to use newer ap_association APIs.
