Fix DcrCoadd variance plane bug

      Description

      The variance planes of DcrCoadds have unusual-looking double lobed features near most bright sources. This ticket is to investigate the variance planes to determine the cause of the feature, and fix it if it is a bug. Additionally, investigate the impact of the variance plane on source measurement.

            After investigation, the variance plane develops this double-lobed feature in assembleCoadd, without ever running dcrAssembleCoadd. It also only appears in the simulated data I have been using for testing, and does not appear when coadding DECam data. The issues with source measurement have been resolved in DM-15635, and do not appear to have been affected by this.
