Specify which BF kernel to use with configuration file

      Description

      Brighter-Fatter kernels currently require some attention and curation to generate.
      It is also an open question whether or not a per-sensor BF kernel is the best, or a per-CCD-type. To help investigate these problems and cleanly choose BF kernels when running, this ticket proposes developing a configuration file with reasonable defaults, that specifies which kernels to use on which sensors when applying the BF correction.

      1. [ ] Develop configuration file. Integrate into ISR processing.
      2. [ ] Update storage format of BF kernels if necessary.
      3. [ ] Translate checks in current BF code that ensure that the BF kernel matches the sensor being used to configuration.

      Currently, #3 is dealt with by creating a copy of the BF kernel for each sensor. BF kernels are persisted in pickled files that contain a dictionary with a key of the sensor and the value of the BF kernel. Currently there is one file per sensor.

            The issues discussed in this ticket should be resolved with the in-review rewrite of the brighter-fatter kernel generation and application code.
