obs_subaru's config for forcedPhotCcd loads CModel, but CModel doesn't yet implement forced photometry when WCSs differ, leading to a fatal error when attempting to use forcedPhotCcd.py to do forced photometry on individual exposures. Use of CModel is disabled for forcedPhotCcd in ci_hsc, which demonstrates that it shouldn't be there in the first place.
