Remove daf::base::Persistable

      Description

      We no longer use boost persistence, but have residual support in the form of daf::base::Persistable and support for a pointer to a persistable in PropertySet. pex_policy has some code that deals with the latter; as long as that code is no longer used (and I can't see how it could be, since I don't think we have any classes that use Persistable) this should be a quick ticket.
