      Description

      The move of the implementation of FitsStorage on DM-15599 neglected to include support for reading PropertyLists directly from FITS.  This is somewhat understandable; we had no test coverage for that functionality and it was used in only one place (obs_lsstCam) that's not yet in CI.  Should be easy to add it back in.
