      Description

      Convert MergeDetectionsTask into a pipeline task. This work will probably involve working on its base class as well. Some things like loading schemas from the butler may need to have a temporary workaround for the time being.

            Looks good, but will need an update to pipe_drivers as well (or maybe backwards compatibility code here, though I think that is unlikely to work as well).
