          This ticket was initially intended only to cover a proof of concept of running jenkins agents on the ldf commons k8s cluster.  However, experimental code was attached to it that wasn't suitable for merging into master and all of the refactoring work ended being done it.  That included "productionizing" running on k8s in general and the working with the slightly usual (NFS) storage configuration in the LDF and a lot of testing/shaking down to ensure that k8s agents could be run both on AWS with EKS and on the LDF commons cluster.

          The effort breakdown is ~ 2 weeks of effort in 2018, mostly in December, and ~4 weeks in April/May of 2019.
