cfitsio does not build on macOS Mojave

      Description

      cfitsio does not build with the macOS Mojave compilers. The problem is that the old version of cfitsio we are using still attempts to build i386 binaries and these do not link any more. The fix is simply to remove the arch directive. Modern cfitisio does not try this but we can't yet upgrade (DM-6266).

          This is working for me. One small note - I had installed the Xcode from OS X 10.13, after using Xcode for 10.14, and then I reinstalled 10.14  before verifying the fix.
