Refresh shared stack on lsst-dev

      Description

      The shared stack on lsst-dev has been broken by changes to the underlying conda environment, and needs reinitializing.

      Unfortunately, the initialization scripts have been broken by changes to newinstall.sh.

      Fix the initialization scripts and roll out a new stack.

            Steps:

            • Update shared_stack.py to handle Conda environments in some sane way;
            • Use shared_stack.py to build an up-to-date shared stack on lsst_devN;
            • Add a cron job to keep the new stack up to date (and disable the old cron job);
            • Make symlinks to default to the new stack;
            • Update documentation at https://developer.lsst.io/services/lsst-dev.html#lsst-dev-loadlsst;
            • Add “use devtoolset-6” warnings to loadLSST scripts;
            • Post a notification on CLO.

            Hi Hsin-Fang Chiang — could you confirm that the new stack works for you? I don't think you need review the code or documentation changes on this ticket unless you're keen (but if you do want to suggest any changes, by all means go ahead).

            Looks good and I'm able to use the new stack for the batch jobs on verification cluster.   Thank you for fixing this!
