Move image rotation calculation to VisitInfo.cc

      Description

      The function calculateImageParallacticAngle() in ip_diffim.dcrModel may be of more general use, and could be re-written and moved to afw.image.visitInfo
      The general idea is to add a function in VisitInfo.cc that takes a wcs as an argument, and performs the calculations that are currently in calculateImageParallacticAngle()

            If this is entirely inside the VisitInfo.cc code then I have no opinion. If any of this involves touching the makeRawVisitInfo code in the obs packages then please be aware that DM-15914 has changed all that.

            Yes, this would only involve a few lines of code inside VisitInfo.cc. It does not touch makeRawVisitInfo.
