Description

Once ~~DM-15914~~ merges switch the VisitInfo translators in obs_decam and obs_cfht to use the astro_metadata_translator infrastructure.

Ian Sullivan thanks for agreeing to look at this. The DECam translations are an evolution of an earlier attempt but using feedback from obs_decam testing. There are some infrastructure enhancments to make it easier to read calibration product files which tend to be lacking in metadata.
