      Description

      A new version of flake8 came out last night. This is breaking pull requests because the flake8 used by Travis is not pinned. On this ticket I will add new versions of pycodestyle and flake8 and determine how big the issue is, fixing things if that is feasible. If this is a large issue then the alternative is to consider editing every setup.cfg file to pin the flake8 version.

            Kian-Tat Lim I've updated all the packages that needed to be updated. The final stage is an update to the DM dev guide so can you please review my proposed change?
