A new version of flake8 came out last night. This is breaking pull requests because the flake8 used by Travis is not pinned. On this ticket I will add new versions of pycodestyle and flake8 and determine how big the issue is, fixing things if that is feasible. If this is a large issue then the alternative is to consider editing every setup.cfg file to pin the flake8 version.
