Add obs_lsst to lsst_distrib via lsst_obs

      Description

      The obs_lsst package should be included in the upcoming v17 pipelines release.

      Note that this can only be done after:

      • It has been renamed from obs_lsstCam to obs_lsst;
      • The package has appropriate tests;
      • The package has been appropriately reviewed;
      • An RFC has been passed.

      This ticket exists to cover the process of shepherding it through that process.

            I have renamed the repository to obs_lsst and enabled Jenkins/lsstsw builds via DM-16314. I have also added very simple tests to ensure that something runs but these are mainly checking that importing works and flake8 passes.

            Status update:

            • It has been renamed from obs_lsstCam to obs_lsst;
              • Has been done.
            • The package has appropriate tests;
            • An RFC has been passed.

            Assuming RFC-569 is successful, obs_lsst will be added to lsst_distrib on DM-17387, at which point this ticket will be complete.

The package has been appropriately reviewed; Reviews have been undertaken by Colin Slater , Wil O'Mullane , Tim Jenness , resulting in a number of tickets (listed on RFC-569 ). An RFC has been passed. RFC-569 is in progress. Assuming RFC-569 is successful, obs_lsst will be added to lsst_distrib on DM-17387 , at which point this ticket will be complete.
