      Expose TAP Search and Upload dialogs as a part of portal. TAP Search should have LSST TAP service as the first in the list. (The list should be configurable.)

      Portal is currently use the special DAX API for data searches. When the TAP service from DAX team is available, code needs to be updated to access the new TAP service. 

       

      The UI for using TAP services is separate from the UI using the legacy DAX API. We will keep those two co-exist for a while for comparison and test purpose.
