DcrCoadds are missing some mask planes

      Description

      As seen on DM-15370, the DcrCoadds appear to be missing many mask planes. The persisted coadds should have the same mask planes as if CompareWarpAssembleCoaddTask were run.

            Changes look fine, and when I re-made a pile of DcrCoadds with this branch, the masks appeared where I expected them to (by eye). Good catch on also fixing a variance plane bug while you were at it.

            Note that I ended up having to make a small bug fix after marking this as done and merging the ticket branch to master. The final commit included an illegal division of an image by an integer, which needed to be put on a separate line as in-place division.
