Implement base tests in obs_lsst

      Description

      There are base tests that can be subclassed and will provide good coverage of basic functionality of the obs_lsst package. The obs_test package has an example for how this would be done. There will need to be one test for each of the instruments serviced by obs_lsst.

            Just review the changes to obs_base. Jenkins is running and has passed for both Linux flavors and OSX testing is in flight:
