When working with lsstsw, I normally avoid rebuilding ap_verify_hits2015 because lsstsw tries to make a new copy in stack/ even if it didn't have to re-download anything. However, this means that the current version of ap_verify_hits2015 is still linked to old versions of obs_decam and all its dependencies, which causes problems when setting it up in a newer Stack.

While the problem can be worked around with setup -k, we should improve how datasets handle EUPS dependencies so that setting up a dataset works as expected.
