Revisit Butler ctor keyword argument names

      Description

      Nate Lust reasonably points out in the review for DM-16819 that the "run" argument to Butler.__init__ is confusing if one isn't already thinking about lsst.daf.butler.Run (and that will be beneath the notice of many users).  We should find some other way to construct a read-write Butler.

            With RFC-663, I think this ship has sailed.  The run argument still exists, but a "run" is a sufficiently important concept for Gen3 butler that I think the right solution to the problem noted here has to be educating users rather than picking a different name for the argument.
