meas_extensions_psfex has a psfex.py that seems to be pure bitrot

      Description

      psfex.py imports a non-existent (probably SWIG) psfexLib Python module, and is no longer imported itself by _init_.py.  That means this file is at least not in use, and probably should just be deleted.

            It looks like PsfExStarSelector is similarly bitrotted.  While effort was once made to make that usable, it's clearly been a long time since we actually wanted to use it.  I vote to remove it, too.  Robert Lupton, any objections?

            Looks like there was actually an effort to un-bitrot this code, and it's actually (languishing) in review.  Closing this as a duplicate.
