Rationalize introductory documentation in meas_base

      Description

      Following DM-15347, there are two introductory documents in meas_base: doc/lsst.meas.base/intro.rst and doc/lsst.meas.base/tasks_and_algorithms.rst. These have some overlap in content, but no particular effort has been made to make them consistent or to avoid duplication. Please edit them to create a coherent set of documentation.
