Description
I've just added a notice to the Communications and Links indicating that it is obsolete.
However, I'm not aware of a good replacement. Much of the material exists on the Developer Guide, but it's mixed in with information about onboarding processes and doesn't provide a good overview of what's actually available and what the expected uses are.
Please create a Developer Guide analogue of the old Confluence page. Some content should migrate from existing pages (e.g. the list of Slack channels can move from the onboarding guide, and information about configuring usernames can move from https://developer.lsst.io/communications/slack-github-username.html).

The new page should also list the mapping between CLO categories and mailing lists.
There is a communications page at https://developer.lsst.io/communications/index.html so I wonder if we can call this complete?
I think System Management team implies Wil O'Mullane.
I see the mailing lists are not on developer - there is an IT confluence page for that which could be linked.
Also missing perhaps useful links and meeting links but those are mostly on the SLACK channels. I could do a PR with a new page and some text perhaps to close this. Or indeed we could call it done possibly already.
Tim Jenness to finally close this i added a lists page (the only thing really missing) but I am not convinced its really useful. Please review and reject or accept the PR. Either way I think this can be closed
