"Reviewing" to determine which tasks may have been completed, which are still important to complete, and which are just part of a "grab bag" of good ideas that could be implemented someday.

The aim is to close out this epic completely at this time, without waiting for further work.

Remaining important items are being moved to DM-37505. Items that are specifically about the Python interface, especially afw.display, are being moved to DM-37506.

"Suggestions box" items are being moved to the existing DM-10570.
