lsst.verify.Metadata.keys() returns a list, not a set

      Description

      While lsst.verify.Metadata behaves in many ways like an associative container, its keys method returns a list, not a set. This makes code hard to write because operations that assume a set-like object fail unexpectedly, and because it suggests that keys can have duplicates and a well-defined order (I'm pretty sure neither is true).

      Modify keys to return a set, and check values and items for deviations from dict-like behavior.
