Add obs_lsst to pipelines.lsst.io sphinx build

      Description

      Once RFC-569 is adopted and obs_lsst is added to lsst_distrib, the sphinx build in pipelines.lsst.io has to be modified to include obs_lsst.

            John Swinbank you removed the science pipelines label but you didn't declare which team is going to do the work on this ticket? Who usually updates pipelines.lsst.io dependencies? SQuaRE or the product owner of the package being added?

            Likely I'll do it myself, but adding the “SciencePipelines” label just means it won't show up in my standard queries so I'll probably forget!

            The change on https://github.com/lsst/pipelines_lsst_io/pull/111 is trivial, and I've checked that it builds for me locally, but the Dev Guide says I should use the regular review process... so Jonathan Sick, it's all yours!
