Initial version of ATSpectrograph CSC using salobj

      Description

      Write the ATSpectrograph CSC using salobj. The main goal of this task is to create a CSC that is capable of running in simulation model. Stretch goal is to have it integrated with the hardware. But, since I'm not entirely familiar with the hardware, it may need a follow-up ticket to complete that.
