Enable use of "deprecated" package in new conda environment

      Description

      In order for the "deprecated" package incorporated via RFC-557 to be usable by developers, it must be available in their stack environments (lsstsw-built, eups distrib installed, and shared). Please arrange for this to happen, presumably by updating lsstsw and newinstall.sh to use the new conda environment YAML configuration.

            The currently open PRs look reasonable but it would be nice if the prefix key could be removed from the conda env files to avoid any sort of confusion.

            I had a quick search, but I did not find an automatic way to remove the prefix.

            I can remove it manually, it is not robust from a process point of view, but will avoid confusion.
