Restore Explanation fields to the original urls in ATDome XML

      Description

      In DM-17610 I messed up by putting text in the Explanation fields for commands. It has to be a URL. Undo that change (while leaving the help in as XML comments for now so they can be used for Description fields if and when DM-17768 is implemented)

            Explanation fields were restored.  New comments were moved to XML comments.  Tests are now passing.
