Modify exposure_id calculations in obs_lsst

      Description

      Following a discussion on community we have decided to adjust the calculation of detector_exposure_id and exposure_id to remove additional 0-padding between exposure ID and detector (3 digits for lsstCam rather than 4) and to have a maximum sequence number of 99,999 rather than 999,999. It would be good if we could get this done before v17.0.

            This tweaks the visit calculations slightly to remove unnecessary extra padding with zeroes and also adds missing tests for TS3 and the number of bits needed for a detector_exposure_id. Additionally I fixed the import shadowing problem where lsst.obs.lsst.phosim gives you the translator and not the mapper.
