Lander is not skipping pull requests from forks

      Description

      Normally Lander skips pull requests (because they often duplicate a branch build, and more importantly, the code might come from an external source). However in this LSO-011 build: https://travis-ci.com/lsst-ops/lso-011/builds/100990227 lander is not automatically aborting pased on it being a PR. Lander internally uses the TRAVIS_PULL_REQUEST variable to detect whether it is running in a PR or not. This normally works, but in this case the PR was indeed from a fork.
